I've been using this for many years! It's an excellent program!

You can download the direct link here: http://www.dotpdn.com/files/paint.net.4.0.13.install.zip

It started as a replacement for the Windows Paint program then evolved into a sort or Photoshop like clone. It even looks similar to Photoshop. The default version is good but you'll need to install some plugins to do more like transparencies. You can get many more plugins for it here:
